Drug dealer wins math battle

The case of Perry A. Fast was never on the fast track. The 44-year-old Ottawa man was charged in 1997 in La Salle County with conspiracy and drug dealing. In 1999, he was sentenced to 42 years in prison, but with eligiblity for good behavior reductions that could cut the sentence in half. Fast also was given credit for some of the time — but as it turned out, not all of the time — he spent in the county jail before he went to prison. Such credit is standard. Fast went back to court in 2002 to claim his original attorney did not make sure all his jail time was subtracted from his prison sentence. At three hearings, among dozens of hearings over the years, time was subtracted, but never as much as Fast claimed should be. Last week, he got the final subtraction. Friday, Circuit Judge Cynthia Raccuglia ruled that from the get-go Fast should have received a total credit of 976 days. She then closed the case. Fast, who is imprisoned at Dixon Correctional Center, is now set for parole March 20, 2018. Fast was represented at the hearing by Ottawa attorney Joseph Navarro. |
